Call for expressions of interest

The GIZ project “Strengthening Spatial Planning and Land Management (SPLM)” in Kosovo invites qualified companies to submit expression of interest to support the Ministry of Agriculture, Forestry and Rural Development (MAFRD) in implementing “Registering land ownership data in IPRR for the municipality of Gllogoc/Glogovac (Drenas)”

The Ministry of Agriculture, Forestry and Rural Development (MAFRD) is in the process of revising the legislation on agricultural land and land regulation and is facing challenges when implementing projects that have the aim of finalizing the Unfinished Land Consolidation Projects from the 1980s in many municipalities in the country, especially with the final step of registering land ownership data in the Kosovo Immovable Property Rights Register (IPRR), hence leaving many rightful landowners without a land ownership certificates. One of the projects was implemented by MAFRD during the years 2014-2015 in the municipality of Drenas in an area of 4750 ha. The only activity that was not part of the project therefore not implemented was the registering of land ownership data in the Kosovo Immovable Property Rights Register (IPRR). 

The German funded Spatial Planning and Land Management (SPLM) project aims to provide support to the MAFRD and municipality of Gllogoc/Glogovac (Drenas) in finalizing this project, only by registering land ownership data in the Kosovo Immovable Property Rights Register (IPRR). In order to address the challenges of this process in general, it is required to identify the weaknesses in the process and to provide recommendations on potential improvements that can be addressed by the MAFRD in the process of legal framework review and other municipalities in the implementation of this process in the future. 

Therefore, GIZ/SPLM requires experienced company to support MAFRD in “Registering land ownership data in IPRR for municipality of Gllogoc/Glogovac (Drenas) and to provide recommendations to MAFRD and other municipalities on potential improvements in this process in order to enable more efficient implementation of this process in future projects.

The checklist below provides further information about the conditions and expectations of the GIZ/SPLM project. Based on responses to this Request for Information, GIZ will pre-qualify  companies that will receive an Inquiry and will be formally invited to submit their offers with detailed specifications. Response to the RFI (Request for Information) does not necessarily imply that your company will receive the GIZ's request to support to MAFRD in implementing the registering of land ownership data in IPRR for municipality of Gllogoc/Glogovac (Drenas) and providing recommendations for improving the efficiency of the process.

Please note that all correspondence and dealing with the GIZ must be in English language.

REQUEST FOR INFORMATION
1)    Proof of company’s legal status (registration and/or certification documentation), company details (name, postal address bank information etc.), date of incorporation within their initial response. In the event that an international company is interested to provide an offer, the company should have an office in the country (Kosovo), or a partner company registered in the country;
2)    Companies should submit names of 3 institutions to whom they have provided similar services as required by the GIZ/SPLM project. Companies should note that referees may be contacted by the GIZ/SPLM project at any time.

Interested companies are invited to submit expression of interest in English language.
