Background
The National Project Officer will be hired as part of an Extra Budgetary Project” Support to the strengthening of the Canine (K-9)capacity of the police services to detect and confiscate SALW, ammunition and explosives”

Tasks and Responsibilities
-Under the direct supervision of the Chief of Police Development and Monitoring Section (PDMS) – Project Manager and in close co-operation with the National Programme Officer – Police Development, Activity Manager, the incumbent performs the following functions:
1. Assists the project manager in co-ordinating, organizing and implementing the extra budgetary project ‘Support to the strengthening of the Canine (K-9) capacity of the police services to detect and confiscate Small Arms Light Weapons (SALW), ammunition and explosives’ throughout the implementation of project activities as per the timelines and in accordance with OSCE Mission in Kosovo (Mission) rules and regulations. 
Builds constructive relationships with local and international partners and acts as the main focal point of the PDMS related to the K9 unit activities as well as hired experts/consultants.
Liaises with beneficiaries to ensure full information flow with project stakeholders. Provides input to the project manager on the progress report, self-evaluation report and financial report of the project.
Provides relevant written and verbal communication, such as: drafting inputs for weekly/bi-weekly reports, input to the project progress reports, activity reports, meeting minutes, etc.

2. Liaises and coordinates with the hired international and local experts, appointed person-in-charge (from the Ministry of Internal 
Affairs/Kosovo Police), established Working Group, Project Steering Committee and other relevant actors for coordination and implementation of project activities.
Provides project-related information and background information required, assists in organizing meetings, conferences, workshops, site visits, training activities, etc. and provides regular written and verbal feedback on the flow of activities.
Maintains and updates all relevant files including all documents, statistical and progress reports, written correspondence, and any other relevant material.

3. Performs administrative, logistical and financial/procurement tasks required for implementation of the project activities
- Provides the Activity Manager with requests/specifications for raising Purchase Requisitions (PRs) for related project expenditures, as well as follow-up of procurement-related administration.
Prepares and follows up requests for conferences, interpretation and catering services for meetings, training and workshops; organizes site visits
Drafts terms of reference for consultants and other documents related to their recruitment; checks purchased items and the status/progress of activities foreseen in the project.

4. Provides written and verbal translation/interpretation as required
- Accompanies the Project Manager and other hired international staff to provide interpretation during meetings, workshops, site visits, round table meetings, and other occasions related to the project.
Provides written translation of different documents, reports, correspondence and relevant written material of the project.
Provides consecutive translation during training activities whenever needed

5. Develops and maintains accurate electronic and hard copy project archive.

Takes full responsibility for maintaining project information in the filing systems in both hard and electronic copy.
Maintains and updates contact lists, files, reports, correspondence and material relevant to the project.

6. Performs other duties as assigned.

Necessary Qualifications
- University degree in Business Management, economics, information technology, business administration, political sciences, law studies or other similar qualification relevant to the project
- A minimum of two years of working experience in project implementation, preferably related to police; working experience acquired in a national or international organization or a mission environment would be an asset
- Experience working with a wide variety of actors, including project team, international and local experts, Kosovo Police, and Project
Steering Committee
- Computer literate with practical experience in Microsoft applications
- Possession of a valid driving license
- Excellent written and spoken communication skills in English and in local languages
- Proven work experience in translation/interpretation and report writing
- Remuneration Package

Monthly remuneration, subject to social security deductions is 1587.66 Euro/month. Social benefits will include participation in the OSCE Group Insurance Plan (Health, Life, Accidental Disability and Temporary Incapacity Insurance) and the OSCE Provident Fund. Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
