1. GENERAL INFORMATION:
The USAID Justice Activity project in Kosovo (JA) is a five-year program implemented by Chemonics in partnership with Advocacy Training and Resource Center.
USAID Justice Activity project aims to strengthen Kosovo’s justice system by applying a people-centered justice approach to improve institutional capacity to provide people access to quality services and multiple means to solve their justice needs and everyday legal problems, and to generate greater public trust in the justice system and the rule of law.
The activity has three objectives:
QUALITY AND ACCESSIBILITY OF JUSTICE SERVICES IMPROVED
USAID through this activity supports improved citizen access to justice by increasing procedural justice, expanding legal aid services, and continuing to improve administration and management policies and practices in courts.
CITIZEN UNDERSTANDING, ENGAGEMENT, AND TRUST OF THE JUSTICE SYSTEM IMPROVED
USAID’s Justice Activity engages communities and practitioners in defining problems and proposing improvements to the delivery of legal services and information to disparate justice seekers where they live and on the issues they often confront.
EFFECTIVE INNOVATIONS IN THE JUSTICE SECTOR DEVELOPED
The activity will initiate the creation of the Justice Innovation Incubator to help channel the capacity to innovate based on the challenges that justice institutions and their users face.
One of the main activities under Objective 2 are activities that are contributing on awareness raising of citizens about justice system and services provided by the system. In this regard activity has foreseen development of the national awareness raising campaign with focus on informing citizens on available legal services such as Free Legal Aid and Mediation; exercise of legal rights arising from the law on inheritance and the right to property and how to use existing legal mechanisms to access justice services. This will include designing innovative outreach activities, using all tools of communication, and innovative approaches through TV, radio, social media, flyers, initiatives in community, and helplines. This campaign will particularly aim to reach out citizen in rural areas, low-income families, women, and members of non-majority communities whose knowledge level in this regard has been consistently lower

2. TASKS AND EXPECTED RESULTS
The awareness raising campaign will be run country-wide with the aim to raise awareness of citizens about their rights, justice institutions and their services, and tools used to exercise their legally guaranteed rights. A special focus will be given to link activities with international days dedicated for human rights.
-The expert will be responsible for designing innovative outreach activities to mark international days dedicated for human rights.
- The expert will be responsible for developing the detailed action plan of the national awareness raising campaign in close coordination with USAID JAK project team.
- The expert will be responsible for identifying most effective information dissemination methodologies to reach community.
- Expert will be responsible for developing a plan which is inclusive and aims to reach out low-income families, women, and members of most marginalized communities.

This task is expected to be completed by February 2022.

2.2. COMPETENCIES REQUIRED BY THE SERVICE PROVIDER:

Previous experience on delivering strategic campaign documents of a high quality, clearly written.
- Previous experience on designing promotional and informational actions targeting community.
- Excellent knowledge of English and Albanian language (in writing/speaking).
- Excellent knowledge on Kosovo’s social and context/composition, specifically on non-majority communities living in Kosovo.
- Excellent knowledge on the functioning and services of Kosovo justice institutions.
