Un Women Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.


Unit/Project Background:
The UN Women Project Office in Kosovo is implementing the joint project “Empowering Youth for a Peaceful, Prosperous, and Sustainable Future in Kosovo” (EYPPSFK) project, funded by the UN Secretary-General’s Peacebuilding Fund. It is a joint initiative implemented by UNDP-UNV, UNICEF and UN Women, under the strategic guidance of the UN Development Coordinator in Kosovo, that will directly engage positive influencers of a shared future, namely young women and men from communities divided by perpetuation of conflict dynamics, who have been under-represented in leadership to work together on issues of shared interest and concern and become more active changemakers who will catalyze peace and trust-building efforts in Kosovo.

Building upon the success of existing youth-led initiatives in Kosovo supported by United Nations and its partners, this project is also an effort to catalyze the United Nations trust-building framework for Kosovo. In doing so, the project will focus on establishing and consolidating a “habit” of cooperation, providing empirical challenge to divisive narratives. The project is time-sensitive, targeting the rising dissatisfaction, frustration and anxiety that results from stalled political process and a noted increase in community-level distrust in public institutions in both majority and non-majority communities. Moreover, the project is innovative and human-centered because it focuses on direct community mobilization and facilitated cooperation between people and institutions. Its modular design allows for easy scale-up, and where appropriate replication across different geographical target areas. Finally, the project will be catalytic, because it results in the participants themselves being empowered as advocates for positive change, embedded at community level. The project theory of change is that if young women and men can be brought together to work jointly on issues of shared concern and implement their efforts in cooperation with the institutions of service delivery, and if their capacity and influence to be more active changemakers, in particular that of young women, can be enhanced, then persistent prejudices between communities and mistrust between communities and the institutions will be challenged and diminished by empirical observation, and those young women and men will become effective advocates for a shared future.

Duties and Responsibilities

Provide substantive technical support to the implementation and management of the project 

  • - Management of the project, implementing activities by mobilizing goods and services, in accordance with UN Women Standard Operating Procedures
  • - Plan the activities of the project and monitor progress on quarterly basis.
  • - Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • - Identify areas for support and intervention related to the programme, including drafting terms of reference and work specifications.
  • - Ensure that progress reports from responsible parties are properly monitored in line with project outputs and timeline before approving. 
  • - Be responsible for the timely collection of all baselines and setting the targets.
  • - Prepare the Project Quarterly Progress Report (progress against planned activities and expenditures) and submit the report to the Head of Office.
  • - Participate at meetings with stakeholders and project partners, at different events and initiatives in accordance with the Head of Office.
  • - Support the implementation of project activities as per agreed project’s work plan and as further detailed in the individual work plan.
  • - Regularly monitor the project’s implementation against project indicators and inform the UN Women Head of Office and UNDC on the projects’s progress.
  • - Draft narrative and financial reports, ensuring results and lessons learnt are captured, and other relevant project related reports/briefs.
  • - Liaise with partners, inform about project activities and results and ensure coordination of project activities with relevant stakeholders, analyze and evaluate potential risks for project implementation and share his/her views with Head of Office in order to adjust (if necessary) project activities.
  • - Contribute to and support the office’s work in the field of Women, Peace and Security, as requested by the Head of Office.  
  • - Ensures timely and efficient reporting to the Head of Office 
  • - Flags in a timely way issues of strategic concern and seeks the advice in finding appropriate solutions.
  • - Ensure project documentations/communication is properly done, tracking system is in place for effective project closure and any anticipated human resources changes on the project.
Technical Support

  • - Draft Terms of reference for consultants as needed. 
  • - Identify and link to related ongoing activities within other institutions and encourage collaboration and synergies.
  • - Promote and advocate for the project in the media as agreed with the Head of Office, in relevant national seminars, meetings of work groups and panels, and project periodic evaluation and review meetings.
  • - Prepare deliverable and provide technical support and inputs as needed for the project.
External Communication and Coordination with Stakeholders

  • - Creates strategic partnerships with stakeholders on national and local level and other partner’s programmes in the respective area
  • - Liaises with governmental officials, civil society and the donors to meet their information needs and to ensure their support for the project.
  • - Develop background documents, briefs and presentations;
  • - Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • - Coordinate the development of knowledge management methodologies, and products;
  • - Seeks and incorporates synergies with similar initiatives on country level.
  • - Regular exchange of information/experience with other projects, cross-learning and sharing results and good practices.
  • - Capture lessons learnt during project implementation. 
  • - Participation in regular internal meetings.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in development studies, international relations, political science, gender or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage
Experience:

  • - At least 2 years of progressively responsible work in relevant professional experience, including in project management and in use of results-based management and human rights-based approach.
  • - Experience in Women, Peace and Security is an asset;
  • - Experience coordinating and liaising with government agencies and/or donors is an asset.
  • - Experience in development assistance or related work for an international agency or donor organization or NGO.
  • - Proven ability to coordinate complex programs with diverse range of partners.
  • - Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
Language Requirements:

  • Fluency in both oral & written English, Albanian, and Serbian is required
  • Working knowledge of another official UN language is an asset
